The Palestinian Authority (PA), becoming increasingly exasperated with peace talks with Israel, has launched an international diplomatic campaign aimed gaining the world's recognition of an independent Palestinian state in the West Bank, Gaza Strip and East Jerusalem, captured by Israel in the 1967 Mideast war. The PA move appeared to be in response to the U.S. failure to revive direct Palestinian-Israeli peace negotiations after Israel refused to freeze settlement construction on lands the Palestinians hope to establish their own state. The direct talks, which began in early September 2010, collapsed after less than a month when Israel failed to renew the settlement freeze. The Palestinians then refused to continue negotiations with Israel while Israeli settlers built on land wanted as part of the future Palestinian state. In December, the U.S. announced that it was abandoning efforts to persuade Israel to re-impose a settlement freeze and that it would now pursue a policy of parallel negotiations. The PA, backed by the Arab League, has refused to return to the negotiations unless Israel re-freezes settlement building, which has resumed at a very high pace. Israel's position is that the 1967 lines are indefensible, and therefore should not necessarily be the blueprint when discussing final borders. The Palestinians have intensified their efforts to gain more recognition of their independent state in the face of Israeli attempts to downplay the damage as a result of the Palestinian campaign launched in Central and Southern American states and the European Union (EU) states, the Saudi-owned newspaper ASHARQ AL AWSAT reported on December 23.
